As the rest of the world has struggled with terrorism and economic breakdown for most of the 21st century, the People's Republic of China has strengthened its status as a major world power. Only now the status quo has taken a turn for the worse as bloodshed has begun. After a devastating terrorist attack in the city of Shenzhen, the Chinese military enforce martial law in the city and immediately undertake an investigation over the matter. The perpetrators of the attack are traced to one of the Triads in Hong Kong, as well as various international terrorist groups, and a plot to attack Hong Kong is also discovered.
While the military is eager to impose martial law in Hong Kong as well to assort the terrorists, the Ministry of Public Security seeks to contain the conflict due to the city's nominal status as a Special Administrative Region as well as due to their fears of facing discontent with the Triads and other anti-PRC groups in the city. To appease the pressure in the mainland, China requests the help of UNATCO for the case due to the case's links to international terrorism.
With unexpected haste, UNATCO dispatches one of their new nano-augmented agents - Mad Ingram - to assist with the investigation under the MPS' authority. In his first mission, he is sent to one of the docks in the Shenzhen area to unfold a new, possibly more disastrous attack...
